Koichi Shikishima (Kamiki) is a former kamikaze pilot who survived the war by aborting his suicide mission. When he is confronted with the might of Godzilla for the first time, he freezes, which compounds his feelings of guilt and cowardice. As Japan struggles to recover from the devastation of the war, Koichi finds some measure of peace with Noriko (Minami Hamabe), who has rescued an orphaned baby girl. Wanting to provide for them, Koichi accepts a dangerous job clearing mines from the waters outside Tokyo, until Godzilla returns. Now even more formidable and able to immediately regenerate from injury after having been bathed in radiation from the nuclear test in 1946, Godzilla proceeds to lay waste to Tokyo. But as the human population grows exponentially with this newfound peace, a mysterious and terrible enemy emerges. The heroes of Team Dai-Gurren must reunite and fight once again.
