Cyrus (Roger Hill), a prominent gang leader in New York City, organises a summit involving all of the city's gangs during which he proposes that they unite and take control of the city since together, they heavily outnumber the police. Though most present are keen on the idea, rival gang leader Luther (David Patrick Kelly) kills Cyrus and blames another gang, the Warriors, for his death. In the ensuing chaos, the members of the Warriors fight to stay alive as they are hunted throughout the city by enemies on both sides of the law.
