CIA angrips av en okänd utpressare, som håller dem ansvariga för morden på ett antal utländska journalister. Den allmänna internationella bilden är att USA är på väg att få en brutal, tyrannisk regim. CIA ber därför den skicklige, rebelliske Vail (Aaron Eckhart) att återvända till organisationen för att rentvå dess namn och finna de ansvariga för konspirationen. För Vail innebär det att han konfronteras med sitt tvivelaktiga förflutna, och konsekvenserna av sina tidigare handlingar.

Pirate's daughter Morgan (Geena Davis) needs to get the remaining two parts of a map from her evil uncles, Captain Dawg and Mordachai Fingers, in order to find her dead father's hidden treasure. Enlisting the help of a convicted thief (Matthew Modine) in her quest, she straps on her cutlasses and takes to the high seas.

They arrange to stay in a remote cabin for the night but when three masked intruders begin tormenting them mercilessly, they are forced to fight for their lives. However, in the process they have made the sharks more intelligent and far more deadly. When a storm hits the facility and it floods, the sharks take advantage of the situation. They are intent on escape and soon the staff are caught up in a desperate fight to survive and to prevent the sharks from reaching the open ocean. The cast also includes Samuel L.
