Frustrerad över den lokala polisens brist på framsteg i att hitta hennes dotters mördare, tar Mildred Hayes (Frances McDormand) saken i egna händer för att hitta de ansvariga som utfört det brutala mordet några månader tidigare. Hon ställer stadens högt aktade polischef Willoughby (Woody Harrelson) mot väggen på ett kontroversiellt sätt, genom att sätta upp stora reklamskyltar med ett budskap direkt riktat mot honom.
